Abstract

This article examines how Latin American constitutional states have integrated new technologies and their impact on fundamental rights. It looks at countries like Chile, Mexico, Colombia, Ecuador, Bolivia, and Peru, proposing a human rights-based model of technological governance that combines regulatory stability and interpretive flexibility in response to technological advances.
