The authors analyze the potential of public asset recycling as a strategy to optimize infrastructure management within the framework of Public-Private Partnerships (PPP) in Peru. Based on comparative experience and regulatory advances in PPP, they examine the institutional, contractual, and financial challenges that limit its effective implementation. Finally, guidelines are proposed to consolidate a legal and regulatory framework that promotes asset recycling as a sustainable mechanism for infrastructure development.
