Abstract

The author had authorized the publication in “Apuntes” of the draft of Chapter 5, Section 1, of his forthcoming book “Administrative Systems”. The text corresponds to the beginning of the Second Part, entitled “Theory of Governmental Management”. In it the author specifies the principal of Systemic Analysis for the National Government, generalized in the First Part of the book to all types of administrative institutions of the social life.
