In these pages has been recently published an article by Marcial Rubio about the administrative action of the Executive Power and the legal structure. Without wishing to dwell on the diagnostic standards in the content - that is, until now, the most comprehensive work on this theme - is relevant to propose some theoretical base guidelines that, without any doubts, could be present in any legal discussion on the subject and, particularly, on the constitutional level.Downloads
