Institutional change: slowly get far and latent institutions. The Presidency of the Council of Minister case.

Abstract

This article explains the current relevance and political weight of the Presidencyof the Council of Ministers (PCM), in contrast with two recent periodsin Peru’s politics; and produces evidence that demonstrates a new theory onthe progressive institutional change, which is explained by such factors asthe strength of its political actors and the ambiguity of the standards of theEstablishment itself. Based on the case study of the PCM, the term latentinstitution is suggested to describe a particular kind of institution present inweak institutionalization regimes, as are most of Latin American regimes.
